- May 1 Congestion Surcharge
Some TSA carriers have announced a May 1st congestion surcharge due to the pending ILWU contract negotiations, which may cause labor disruptions at U.S. ports. Any cargo arriving or departing after May 1st will be subject to the surcharge should labor unrest occur.
From Asia to all U.S. destinations:

- Vancouver Strike
Truck drivers on strike reached an agreement with Port Metro Vancouver and the federal government, and are expected to return to work Thursday, March 27th. The government agreed to increase pay as well as increase efficiency at the port for the truck drivers to address concerns brought up by the strike. Though the port is now active again, backlog as a result of inactivity may take weeks to clear, and customers are advised to use alternative routes if possible until port conditions improve.

TSA carriers announced their second quarter bunker amounts for Asia to the U.S., effective April 1st.

East Coast: $788/20′, $985/40′, $1,108/40′HC, $1,247/45′
- PRC Value Added Tax Aug 1st
Carriers have informed customers of a 6% value added tax (VAT) on top of all charges payable to China beginning August 1st. The VAT will expand nationwide in accordance with the “Notice on Tax Policy Concerning Nationwide Implementation of VAT Pilot Programme for Transport and Modern Services Sectors.”
- TMF Increase Effective August 19
The West Coast MTO Agreement has announced an 8.1% increase in the Traffic Mitigation Fee (TMF) at the Ports of Los Angeles and Long Beach, effective August 19, 2013. The increase reflects labor cost increases and will support future use of the PierPass OffPeak gates.
Beginning August 19, the TMF will be increased by $5.00/TEU to $66.50/20’ or $133.00/40’ (Current TMF rates are $61.50/20’ and $123.00/40’).
The TMF is charged for non-exempt containers moving during peak hours (Monday through Friday, 3 a.m. to 6 p.m.).
